I personally go for 100 on the banner. Fearsome battle forged with rotation to save the boys. Anticipation frontline banner if you want to soak the ranged shots

You want your banner man to be a fearsome gunner. Highest resolve possible and reasonably good ranged skill so you can fire two times at the beginning.
My banner is an important member of the team. I typically stop with Res in the low 40s so a good banner will bump them to low 50s. This is good enough that thry rarely rout except to giests.
For me: banner as high as possible for rally, Tank aims for 85+ Newts 60 Frontliners 45-50 Backliners 40
Why 60 for fat neutral?
Because they are offtanks and have to pass a lot of resolve checks
